DVZ Datenverarbeitungszentrum Mecklenburg‑Vorpommern GmbH, the state IT service provider, needed to build a secure electronic registry to store personal civil‑status records for 30–110 years and comply with strict BSI (TR‑ESOR) technical guidelines. The project required a modular archive architecture (ArchiSafe, Krypto, ArchSig, long‑term storage), vendor independence, reuse of existing components to cut costs, and a rollout that would encourage registries to adopt electronic files and reduce physical storage.

DVZ implemented the archive using Oracle SOA Suite (with Web services and BPEL composites) to deliver the required modules, integrate third‑party components, and keep standard interfaces for easy replacement of modules.
