Diyarbakir Dicle University Hospital faced rapidly growing patient volumes, slow paper-based workflows, and strict Turkish government requirements to upload large daily patient datasets to the E‑Pulse portal. Its legacy IT could not scale for timely appointment scheduling, test-result delivery, billing to Social Security, or peak-hour availability, and there was no disaster‑recovery capability.

The hospital deployed Oracle Database (Enterprise Edition) on Oracle Database Appliance with Oracle Maximum Availability Architecture, Real Application Clusters and Data Guard, and built an E‑Result portal and mobile app for appointments, doctor communication and online test results. The solution cut data‑upload time to E‑Pulse from 180 to 45 minutes (now uploaded every 6 hours), reduced patient wait times by 75% in reporting, prescriptions and telemedicine, ensured high availability and disaster recovery with archive logs sent every 20 minutes, and lowered total cost of ownership.
