DeKalb County Government, which serves nearly 800,000 residents and a workforce of about 7,000 employees, was struggling with paper-heavy HR processes, no self-service options, and aging on-premises systems. As the county fell behind on tax code updates and compliance needs, its small HR systems team was overwhelmed, prompting DeKalb County Government to look for a more modern solution from Oracle, specifically Oracle Cloud HCM.

Oracle implemented Oracle Cloud HCM to replace manual paperwork with a secure, scalable cloud environment that integrated more easily with other systems. The results were significant: employees gained anytime, anywhere access, the county completed nearly 57,000 self-service transactions in less than a year, processed about 1,400 new hires, and finished over 38,000 onboarding tasks, all while running payroll and open enrollment smoothly with zero paper processes.
