CNAS Unifies Health Benefits Administration Across Algeria and Shortens Reimbursement Time from 10 Weeks to Days

Caisse Nationale des Assurances Sociales des Travailleurs Salariés (CNAS) is Algeria’s national social insurance fund, covering roughly 28 million people (about 80% of the population). Facing fragmented databases across 49 regional agencies, CNAS needed to implement a smart-card system (CHIFA), centralize data, enable nationwide access to benefits and care, reduce bureaucracy, and dramatically speed reimbursements.

CNAS built a secure, nationwide fiber-optic network, migrated local systems into a single Oracle Database instance, deployed the CHIFA smart card, and implemented Oracle RAC, Active Data Guard and management packs with two disaster‑recovery sites. The result: real-time, nationwide access to policy and medical data for providers and insureds, provider verification of entitlements, reimbursement times cut from about 10 weeks to days, faster claims and payments, improved oversight and fraud reduction, and CNAS positioned as a regional ICT leader.
