Brent Council, the local authority for the London Borough of Brent in Greater London, needed to modernize recruitment after its legacy system left hiring managers with little visibility, candidates with a poor experience, onboarding disconnected from HR, and reporting slow and manual. With its recruitment contract up for renewal, the council sought a single, integrated solution to streamline processes, reduce time and cost-to-hire, and improve reporting and candidate engagement.
Brent implemented Oracle Human Capital Management Cloud—including Recruiting, Onboarding and Social Sourcing—to consolidate workflows, standardize documents, enable e-signatures, and integrate recruitment with HR. The move gave hiring managers greater control, sped shortlisting and onboarding, and made reporting fast and flexible. Results included reducing recruitment staff from nine to five, cutting average time-to-hire from 18 to 16 days, realizing cost savings across up to 300 hires per year, and delivering a better candidate and hiring-manager experience.
