The High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC) oversees appointments and the efficiency of courts and prosecutors across the country and operates the national Case Management System (CMS). HJPC needed a reporting and analytics solution to evaluate judge and prosecutor performance, reduce backlog and processing delays, shift reporting off the transactional CMS, improve data quality, and give court leaders dashboards and ad‑hoc reports to strengthen transparency, accountability, and managerial capacity.

HJPC implemented an Oracle data warehouse and Oracle Business Intelligence Suite with partner infoStudio, moving reporting to a central BI platform and giving 250 key users visual dashboards and automated reports. The change cut report preparation from 2–3 weeks to 2–3 days (about a 700% improvement), relieved transactional and IT load, improved case‑trend analysis and data quality, helped reduce backlogs, empowered proactive management of cases, and freed IT to build user‑friendly, value‑added tools.
