All-Japan Federation of National Health Insurance Organizations Ensures Business Continuity, Improves Operating Efficiency, and Reduces Costs

The All-Japan Federation of National Health Insurance Organizations is a Tokyo-based public service corporation that supports national health insurance for 37 million people through 47 prefectural member organizations. Faced with the challenge of synchronizing massive payment and benefit datasets (including about 130 million long-term care records and 11 million disability records), the federation needed a reliable, high-performance data-sharing architecture to ensure real-time access across prefectures, minimize data loss during outages or disasters, and reduce operational workload and costs.

Working with Oracle Consulting, the federation implemented Oracle GoldenGate for real-time, bidirectional data replication between its new joint operations center and the 47 prefectural payment systems. The decoupled replication architecture and trail-file delivery minimized data loss, reduced recovery time and staff workload, avoided network bottlenecks, and enabled the center to launch on schedule—improving operating efficiency, ensuring business continuity, and lowering overall costs.
