AgrarMarkt Austria (AMA), the agency that manages EU subsidy payments to Austrian farmers, faced slow, error-prone grant processing because farm payments depend on accurate parcel mapping. Inspections were largely manual—handwritten forms and multi-day field visits—followed by nationwide land-use calculations that could take 1–2 months and, if errors occurred, further delay payments to farmers.
By using Oracle Database spatial features and APEX, AMA equipped inspectors with Android tablet apps to capture GeoJSON in the field and upload data the same day, speeding assessments 4–5× and enabling two farm surveys per day. As system complexity grew to billions of geodetic calculations, error rates fell by about 100×, cutting manual verification, reducing funding delays, and enabling a public transparency database and support for 150 regional offices.
