ADNOC Distribution, a UAE government–owned petroleum distributor operating hundreds of petrol stations, inspection centers, and retail outlets, was growing rapidly and needed to strengthen talent management across its 13,000 employees. The HR team sought better workforce planning and alignment by automating performance reviews, linking individual goals to corporate objectives, and integrating performance results with payroll to simplify bonus calculations.

ADNOC deployed Oracle Talent Management Cloud to automate appraisals, map competencies centrally, and cascade balanced scorecard goals from division to individual level. The cloud solution eliminated manual Excel processes, provided mobile access for 2,500 users, integrated with Oracle E‑Business Suite and payroll, and enabled accurate, weighted performance scoring—helping identify and reward top talent, close competency gaps with targeted training, improve retention, and reduce infrastructure and administration costs.
