Abu Dhabi Department of Finance Creates a Fully Secure IT Environment for Delivering Public Service

Abu Dhabi Department of Finance (DoF) provides centralized financial services to more than 60 Abu Dhabi government entities and handles highly sensitive data—from budgets and payroll to HR and customs information. Faced with insider-threat risks, outsourced access, regulatory compliance requirements, and the need for a central audit repository and better tracking of privileged accounts, DoF sought to secure its consolidated private‑cloud financial systems and ensure rapid detection and response to any database intrusion or data leakage.

Working with Oracle Advanced Customer Support, DoF deployed an end‑to‑end Oracle security stack—Oracle Advanced Security (transparent data encryption), Database Vault, Audit Vault and Database Firewall, Enterprise Manager 12c, Active Data Guard, and data‑masking tools—on its shared services platform. The implementation centralized and hardened auditing, automated alerts and reporting, protected data at rest and in nonproduction environments, and saved DBAs 25% of their time; as a result DoF strengthened compliance, improved visibility into privileged activity, and prevented unauthorized access (auditors found no weaknesses).
