Memphis strengthens city services with Oracle Cloud

The City of Memphis turned to Oracle Cloud HCM to help revitalize its workforce and improve city services, especially faster 911 response and stronger police and fire coverage. Facing a complex, multistep hiring process for roles that require specific certifications, the city needed a modern way to recruit, hire, and onboard talent from a wider geography.

Oracle Cloud HCM helped Memphis automate and consolidate hiring, put application paperwork online, and centralize employee data in one cloud-based system. With Oracle, the city reduced police attrition by 25%, increased employee engagement by 14 percentage points, cut 911 call waiting times from about 60 seconds to under 8 seconds for 95% of calls, and added 419 police recruits and 363 firefighters since 2016.
