A Oracle Cloud HCM Case Study
CMHA-CEI, the Community Mental Health Authority of Clinton, Eaton and Ingham Counties, needed to replace a nearly 20-year-old, paper-driven HCM system that couldn’t handle payroll, timesheets, leaves and benefits for its 1,000+ staff across five collective bargaining agreements and multiple funding sources—challenges intensified by the pandemic and a shift to 60% remote work. After an RFP, the organization selected Oracle Cloud HCM (as part of Oracle’s HCM, ERP and EPM SaaS solutions) to modernize and centralize its HR processes.
Oracle Cloud HCM was implemented to connect workforce planning, recruiting, time tracking, payroll, absence and benefits management, and more; the rollout (with implementation support) launched payroll, recruitment, benefits, absence management, grievance/discipline, position and performance modules. The new system eliminated about 1,000 paper timesheets and their manual data entry, enabled mobile timesheet submission, automated complex time-and-labor rules across multiple CBAs, reduced payroll turnaround significantly, and gave employees and managers self‑service access that improved transparency and reduced administrative effort. Oracle Cloud HCM’s configurable rules engine and ongoing updates also simplified compliance with changing federal regulations.
