The Communauté de l'Agglomération Havraise (CODAH), working on the Digital City and Normandy Management School project in France (Health & Education), faced mounting complexity coordinating a large, diverse team across two project streams. RFIs and transmittals were handled by email and shared spreadsheets, creating limited storage, no tracking or audit trail, versioning risks, workflow delays and no collaborative BIM space for model sharing.

By implementing Oracle Aconex and BIM, CODAH introduced a searchable, version-controlled document system with simultaneous mobile uploads, clearer task assignment and a single collaborative model repository. The change cut RFI cycles from roughly seven–ten days to two–four days, reduced large-file exchange from ~30 minutes to 2–3 minutes, halved the resources needed to track transmittals, sped document access by ~80% and eliminated lost emails.
