Aconex Paves the Way to Regina

Regina Bypass Partners JV delivered the US$1.5 billion Regina Bypass, the largest public‑private partnership (P3) in Saskatchewan, building 60 km of new and upgraded four‑lane highway, 12 overpasses and 55 km of service roads while the P3 model saved taxpayers about $380 million and included 30 years of operation and maintenance. With four joint‑venture partners using different systems and hundreds of public and private stakeholders, the project struggled with fragmented document control, versioning, email management, lifecycle tracking and the need for full auditability and accountability.

The team implemented Oracle Aconex as a neutral, cloud‑based collaboration platform to centralize project information and control access by permission. The solution delivered end‑to‑end visibility of documents, designs, communications, decisions and approvals, a complete 30‑year audit trail, stronger accountability and transparency across quality, safety, commercial and environmental processes, and faster identification and resolution of bottlenecks while optimizing RFI and change request workflows.
