Jernbaneverket, the Norwegian National Rail Administration, needed more reliable and faster procurement processes to protect infrastructure delivery and comply with the government's e‑commerce strategy and the requirement to procure 25% of purchase volume electronically. In 2008 Jernbaneverket engaged OpusCapita to increase electronic invoice volumes; the agreed solution evolved into a PEPPOL‑compliant e‑invoicing implementation using standardized EHF/XML formats.

OpusCapita implemented an end‑to‑end e‑invoicing service, acting as a PEPPOL Service Provider and Access Point and helping suppliers migrate to the new infrastructure. As a result, OpusCapita enabled standardized e‑invoices, optimized invoice management and smoother, faster, more transparent procurement—with reduced costs, improved connectivity to the market and compliance with the 25% electronic procurement requirement and subsequent B2G e‑invoicing mandate.
