South Ostrobothnia ELY Centre, which is responsible for granting all freight and bus transport licenses in Finland and handles about 6,000 applications annually, faced slow, decentralized processing that required gathering registry data from multiple authorities. To streamline this work the Centre engaged OpusCapita and implemented OpusCapita’s electronic case management system for processing license applications.
OpusCapita’s system automatically retrieves required documents from the Patent and Registration Office, Population Register Centre, Tax Administration and checks the European Register of Road Transport Undertakings, while also serving as an electronic archive; only fine and criminal record queries remained manual pending further integrations. The result was a cut in processing times from roughly a month to days (some licenses are now granted within a couple of days), higher quality and consistent workflows, easier audits and inspections, and measurable savings including a halving of the freight traffic license fee in early 2015.
