Halifax Health Reduces Uncompensated Care While Supporting Patients with Eligibility and Enrollment Services

Halifax Health, a three-hospital community health system serving Volusia and Flagler counties, faced rising uncompensated care driven by a large indigent population and growing patient financial responsibility across nearly 60,000 emergency department visits a year. To better serve all patients while protecting revenue, Halifax Health partnered with Optum to implement Eligibility & Enrollment Services.

Optum embedded Eligibility & Enrollment Services staff on-site (with remote options) to perform bedside interviews, real‑time enrollment and digital intake via tablet workflows, identifying Medicare/Medicaid, disability, commercial insurance, charity and other funding sources. Optum’s work increased patient enrollments in coverage and disability benefits, moved many patients out of self‑pay, reduced uncompensated care, and improved patient satisfaction and loyalty.
