Driscoll Health System, which operates Driscoll Health Plan for South Texas, faced a major transition from a long-time third‑party administrator to insourced operations while implementing the Epic Tapestry core administrative system with limited internal project experience and resources. To manage the migration, Driscoll engaged Optum to provide consulting and implementation support for the Tapestry core system and related integrations.
Optum supplied program management, risk mitigation, testing leadership, and specialist consultants (developers, configuration analysts, finance and reporting staff) to subdivide and run concurrent workstreams, build interfaces, and execute rigorous user-acceptance testing. As a result, Optum helped Driscoll raise claims auto-adjudication by about 15 points to over 80%, cut provider claim appeals roughly in half, meet or exceed state SLAs, improve reporting and coordination of benefits, and realize approximately $14 million in annual operational savings.
