A OpenText Case Study
The Regional Municipality of York (York Region), a municipal government serving nearly one million residents with about 2,600 staff, needed to modernize its document management to meet regulatory requirements and break down information silos. The Region faced a migration to a newer OpenText EDMS without disrupting service while consolidating a large volume of documents and emails on shared drives and improving search, security, and business processes.
York Region upgraded to OpenText Document Management, eDOCS Edition, using a blended business-process and department rollout complemented by training and governance. The solution centralized collaboration (e.g., budget and Council/Committee workflows), improved search, versioning and security controls, and drove strong adoption—growing from 53 pilot users to roughly 970 users, hosting over 500,000 documents (250–300 added daily)—resulting in significant time savings on document-related tasks and better cross-departmental efficiency.
