The National Government Employee Pensions Board (SPV) is one of Sweden’s largest pension providers, administering benefits for over 800,000 public employees and pensioners. SPV relied on a legacy mainframe hosting 25 COBOL systems (5,500+ programs), but limited mainframe capacity and a move toward Visual Studio for distributed apps created testing bottlenecks and a need for a unified toolset and up-to-date IBM Enterprise COBOL compatibility.
SPV upgraded from Mainframe Express to Micro Focus Enterprise Developer for z Systems and Enterprise Test Server, integrated with TFS and TeamCity to enable continuous integration and off‑mainframe testing on commodity hardware. The change freed mainframe capacity, unified COBOL and .NET development, shortened test cycles, improved code quality and collaboration with business testers, and made it easier to attract developers while supporting more frequent, agile releases.
