Red Deer County, a central Alberta municipality serving nearly 20,000 residents, struggled with fragmented document control across about 100 employees. Its legacy ECM was costly, hard to use and largely a repository for historical files, adoption was low, and staff relied on manual workarounds (large Excel logs and slow box processing) that hampered productivity and compliance.
Working with Cadence Solutions, the County implemented OpenText Content Suite plus Enterprise Connect, Tempo Box and Physical Objects to create an integrated ECM foundation. The new solution improved access and collaboration (including secure external sharing), standardized metadata and search, sped physical‑box processing from half a day to under an hour (about 700 boxes processed so far), and met retention and compliance needs while enabling further digital governance capabilities.
