Pinellas County Clerk of the Circuit Court in Florida, responsible for maintaining court records for nearly one million residents, faced growing process bottlenecks from millions of paper documents, slow manual data entry of traffic citations, and impending state information‑sharing mandates that required faster, more accessible record handling for judges and citizens.

The county implemented OpenText Case360 integrated with the Sheriff’s new in‑car ticketing system and barcode verification, digitizing citation intake and creating a courtroom automation portal for judges to view driving histories and related records. The change eliminated much of the paper workflow, saved hundreds of staff hours, enabled proactive follow‑up on missing documents, positioned the county for regulatory compliance, and improved overall service to residents.
