Transport Research Laboratory (TRL) is a UK‑based, globally active centre of excellence for land‑transport research with about 550 staff. Facing a move to new premises, TRL needed to preserve decades of intellectual capital, end a heavy reliance on paper (around 10 km of shelving with only 4% of records registered), and improve information access and knowledge sharing across the organisation.
TRL implemented an Electronic Document and Records Management System using OpenText Livelink ECM: staff cleared and scanned some 300,000 documents, shredded large volumes of paper, and migrated indexed, text‑searchable PDFs with existing permissions intact. The change delivered faster literature searches, better cross‑divisional collaboration, consistent workflows and audit trails, reduced physical storage and costs, and a projected ROI within 12 months.
