The Department of Environmental Affairs and Tourism (DEAT) of South Africa—tasked with balancing environmental stewardship and tourism for national socio‑economic benefit—struggled with slow, paper‑based processes, poor collaboration across dispersed offices, and the need to comply with records and communications legislation.
