Lancashire County Council, which serves more than one million residents and consistently earns top Audit Commission ratings, needed a modern way to manage its records to support flexible and mobile working, reduce storage and paper costs, speed information requests, and improve information access and cross-departmental workflows. Reliance on paper copies limited remote staff and slowed service delivery, prompting a formal evaluation for a robust electronic document management solution.
The council selected OpenText’s Electronic Document Records Management Client (RKYV® Edition), piloting 80 licenses across Records Management, Legal, Pensions and Access to Information teams before scaling to 10,000 licenses. The rollout delivered faster, more accurate search and retrieval, secure link-based sharing that reduced network traffic and wrong-recipient exposure, improved records tracking and cross-team cooperation, higher productivity, and lower storage and paper costs.
