Provincie Zuid-Holland, a provincial government organization with about 2,000 staff working across multiple policy areas, faced growing pressure to modernize how it handled citizen- and business-facing processes. Paper-based workflows made it difficult to account for procedures, expenses and appeals in a transparent, verifiable way and hampered efficient service delivery under legal record-keeping requirements.
PZH implemented an integrated Document Management System (iDMS) using OpenText Content Server and the OpenText ECM Suite (with Siemens/Atos as integrator), centralizing scanning, e-forms, workflows and a web eCounter. As a result ~90% of applications and appeals are now handled digitally, the archive holds some 4.5 million documents and ~30,000 decisions are processed annually with highly reliable records, greater internal transparency and significant cost savings.
