Paroo Shire Council, a small local government serving about 1,900 people across four communities in South West Queensland, was struggling with a sprawling territory, declining revenue and cost shifts, and an aging records system that left the council non‑compliant and inefficient. Manual tracking and mass circulation of hard copies created lost documents, slow responses and mounting overheads that the shire couldn’t afford to sustain.
With Civica’s recommendation the council deployed Micro Focus Content Manager: a scalable records-management platform with policy-based retention, automated workflows and tight Microsoft Office integration. The system automated archiving and auditing, improved search and task assignment, drove user adoption (over 60% early uptake), reduced costs and compliance risk, and boosted staff productivity—allowing the shire to use its limited resources more efficiently and improve service to the community.
