Lantik, the public IT services provider for the Regional Government of Biscay, relied on a decades-old mainframe but faced rising costs and limited flexibility due to a contractual MIPS cap, fragmented data repositories and the need to keep critical services like local tax collection continuously available. With pressure to consolidate infrastructure, increase development agility and reduce expenditures during a difficult fiscal period, Lantik sought a cost-effective alternative that wouldn’t disrupt users.
Working with Micro Focus and HPE, Lantik rehosted its COBOL estate—98% compatible—for a phased move of 3,300 MIPS to an Intel/Windows platform using Micro Focus Enterprise Developer and Enterprise Server, centralizing data in SQL Server and adopting a Visual Studio-based development environment. The transition was transparent to users, delivered faster response and shorter batch windows, improved developer collaboration and time-to-value, and cut operational costs by about 85%, while enabling future growth without additional mainframe hardware spend.
