The Junta de Andalucía’s Regional Ministry of Environment needed a modern, user-focused web presence that could deliver a consistent brand and personalized experience across a high-traffic public service site. Key challenges included designing an attractive homepage with rapid access to priority content, implementing robust metadata and taxonomy management, enabling profile-based navigation channels and newsletter mini-sites, adding subscription/personalization features, and improving access and usage statistics for better administration.

The ministry implemented OpenText Dynamic Portal, OpenText Portal and OpenText Web Experience Management to provide a stable CMS for large volumes of content, flexible navigation trees, role-based permissions and workflow, and console extensions and widgets for rich metadata and channel control. As a result editors across directorates now manage content efficiently, the site handles over 10,200 cataloged items and 11,500 static files without duplication, and ongoing improvements have driven strong user growth—reaching about 2 million visits per month.
