The Gauteng Provincial Government Department of Economic Development was struggling with a decentralized, paper-based liquor licensing process—about 27,000 past files plus new applications—resulting in lost or duplicated documents, long delays (weeks to up to a year), exposure to litigation and failure to meet service targets; an initial SharePoint solution proved inadequate.
Working with Datacentrix, the department deployed OpenText MBPM, Content Server and Imaging to create a single, central electronic repository (scanning current and historical files) with BPM and document-management capabilities, supported by business-led change management and training. The solution delivered compliance with the South African Records Act, faster access to records, reduced document loss, duplication and storage costs, improved customer service and service-level attainment, and has begun to be adopted by other business areas.
