Drifts- och Servicenämnden (DSN) represents 16 municipalities in Värmland, Sweden, serving over 280,000 citizens. DSN needed an authoritative identity source for about 7,500 government employees to ensure personal data protection and strict access control for emerging cloud-based services (for example, school portals and Office 365), and to eliminate time-consuming manual user‑management processes.

DSN is implementing NetIQ Identity Manager in a SaaS configuration, with NetIQ Identity Tracking and support from partner Pulsen, to provide a single, centralized point of control. The automated solution will enable real-time data validation and provisioning/deprovisioning, a self-service portal for users, secure access to cloud apps, reduced manual work and cost efficiencies, and a resilient framework to support shared online educational services across the 16 municipalities.
