Dorset County Council (DCC), the upper-tier local authority for Dorset with around 6,900 staff, needed to meet central-government mandates for electronic records, reduce rising paper and shared‑drive sprawl, speed up slow retrieval processes, and deliver cost and compliance improvements across many services.
DCC implemented the OpenText ECM Suite (branded ShARE), integrating it with SAP and other back‑office systems, moving paper and files into a central, indexed repository and bringing scanning in‑house. The rollout now manages over 1.5 million documents for nearly 2,000 users, delivers instant invoice retrieval, shorter processing times, tighter security and compliance, and significant annual savings (including server, scanning and email management reductions and multimillion‑pound efficiencies in highways and asset working).
