Manual redaction (printing, blacking out text, rescanning) was slow, error-prone and generated large paper volumes and storage costs, creating a significant backlog and risk of improper disclosures.
The agency deployed OpenText Brava!, a redaction-focused tool that handles many file types with OCR, pattern matching and bulk redaction, adds citation reason codes, and exports fully sanitized PDFs/TIFFs for safe sharing. The solution streamlined redaction workflows, enabled secure data sharing with partners, cut paper handling and storage, and reduced the public records backlog by roughly one month while improving turnaround on disclosure requests.
