Case Study: Harris County achieves faster invoice payments and greater efficiency with OpenText

County government promotes interdepartmental collaboration and accelerates key public services with OpenText™ Extended ECM and information capture

Harris County needed to replace manual, paper-based workflows after moving to a new ERP system disrupted automatic three-way matching for accounts payable and increased the risk of delayed invoice payments. To address this challenge, Harris County worked with OpenText using Information Capture and Data Extraction solutions as part of an enterprise content management approach.

OpenText helped Harris County build Audit Invoice Review (AIR), which captures invoice data, routes invoices for approval, and returns them to AP for payment. The solution eliminated an invoice backlog in the first department to adopt it, expanded to all 80 departments, and now helps the County process more than 7,500 invoices each month while improving on-time payments. OpenText also supported OCR-based digitization of jail records, cutting filing effort by up to 50% and enabling faster search and retrieval of thousands of records.
