Sherwood, Oregon—a growing residential city with more than 125 years of municipal records—faced fragmented, partly paper-based archives and a cumbersome electronic system that lacked clear retention policies. Repeated record loss from fires and poor storage, plus a time-consuming data entry process, left the city with gaps in historic council minutes, court records and other vital documents and created an urgent need for a city-wide, user-friendly, paperless records solution.
Sherwood adopted the Oregon Records Management Solution (ORMS) with Micro Focus Content Manager, a DoD 5015.2–certified, cloud SaaS implemented with Chaves Consulting. A phased, department-by-department rollout and drag-and-drop interface drove rapid adoption, enabled secure digitization of high-volume records (like court citations), established retention policies and procedures, and moved the city significantly closer to fully paperless, searchable, and permanently preserved archives.
