The Atlanta Department of Watershed Management (DWM), which is overseeing the $4 billion Clean Water Atlanta infrastructure program, faced an avalanche of paper and strict EPA/EPD consent-decree retention requirements. Generating more than 1.35 million paper documents a year with no central repository, DWM struggled with version control, slow cross-bureau collaboration, rising storage costs, limited transparency, and compliance risk.
DWM deployed the Open Text ECM Suite (document, records and workflow management) with partner Stellar, piloting workflows, integrating with systems like Primavera, Oracle, Maximo and GIS, and enforcing automatic retention policies. The solution centralized more than one million documents, sped retrieval and approvals, strengthened records compliance and version control across seven bureaus and over 1,400 users, enabled hundreds of automated workflows annually, and set the stage for scanning legacy files, email archiving, and broader city-wide adoption.
