Central Arizona Project Upgrades to OpenText Content Server 10 for Improved Performance and Functionality

Central Arizona Project (CAP), the steward of central Arizona’s Colorado River water entitlement and operator of a 336‑mile system of aqueducts, tunnels and pipelines, had used OpenText ECM since 2003 but faced the need to modernize from Livelink 9.7.1 to gain better performance, a simpler UI, faster search and navigation, and enhanced records and document lifecycle management. Planning began in August 2011 and, despite some delays from other system upgrades, the project aimed to improve productivity, compliance and access to engineering drawings, documents and photos.

CAP engaged OpenText partner AppTier to implement OpenText Content Server 10 (CS10), followed a structured communications and testing plan, and rolled out classroom and computer‑based training using an internally developed manual. The upgrade delivered a more intuitive UI, faster performance, faceted browsing and improved search, centralized content and records management, reduced duplicates and paper, and smoother workflows—resulting in strong user adoption and enhanced governance after the October 2012 go‑live.
