The California Department of Insurance (CDI), which oversees more than 1,500 insurers and 300,000 brokers and agents, faced deep budget cuts and a mandate to do more with less. Its licensing and financial-review processes were highly paper‑intensive—about 1,200 license applications a year and millions of pages moving between offices—consuming roughly 83% of Corporate Affairs support staff time and prompting a strategic goal to move to electronic, workflow‑based operations.
CDI partnered with Serena (now Micro Focus) and Delegata to build OASIS, an online portal powered by Micro Focus SBM that converts paper filings, payments and reviews into automated electronic workflows. The rollout saved over one million sheets of paper (about 1.5 million sheets when including subsequent electronic filings), handled nearly 1,500 electronic financial filings (27,000 documents), enabled 37 additional filing types, freed up the equivalent of ~2.5 personnel years, and improved turnaround, accuracy and cost efficiency.
