Caja de Valores, Argentina’s central securities depository that provides clearing, custody and electronic securities transfer services for the Buenos Aires Stock Exchange, faced rising costs and stability risks from an aging Bull mainframe platform. The board wanted a lower‑risk path to a distributed, modern architecture but ruled out a full Java rewrite and off‑the‑shelf packages because of cost, complexity and extensive custom business rules.
Caja de Valores re‑platformed its COBOL portfolio using Visual COBOL, moving off the mainframe to a distributed Intel‑based environment. The result was dramatically improved stability (under two minutes of downtime in 14 months), transaction processing up to two‑to‑three times faster, a reduced overnight batch window, and roughly 70% IT cost savings—funds that have been reinvested to buy a new trading subsystem and further modernize remaining modules while boosting developer productivity.
