The UK Ministry of Defence’s Defence Export Services Organisation (DESO) — part of one of the world’s largest defence departments — needed a better way to measure and manage performance across multiple Directorates. The challenge was to develop separate Directorate scorecards with limited common measures and a reliable roll-up to an overall Project Balanced Scorecard, while improving the quality and timeliness of performance information for geographically dispersed teams.

DESO implemented Actuate Performancesoft Views (Enterprise Web Edition) to consolidate Directorate scorecards into a single project view, rationalize and streamline metrics and processes, and publish results via the web and intranet to remote sites. The solution delivered clearer, more focused KPIs, improved alignment across Directorates, elimination of duplicated processes, real‑time inclusion of international users, and an on‑time, on‑budget rollout, with Phase Two underway to add features such as risk management metrics.
