Performance Management at the Local County Level

Lane County, Oregon — a local government serving coastal, valley and mountain communities since 1851 — had built program-level performance measures but struggled with sporadic data collection, inconsistent reporting, and no centralized tool. The county needed a way to make performance information reliable and actionable so managers could make data-driven decisions and be accountable to taxpayers.

In 2004 Lane County selected Actuate Performancesoft Views, piloted it in Youth Services and Health & Human Services with a narrowly scoped rollout, then expanded agency-wide. The software centralized measure data, added analysis and comparative tools, and standardized reporting, shifting the organization from ad hoc measurement to practical Performance Management with strong leadership support and positive feedback from managers.
