A OpenText Analytics Case Study
The County of San Diego, a large local government serving about 2.9 million residents with roughly 18,000 employees and a $3.9 billion budget, needed to modernize how it measured and communicated performance after revenue shortfalls and a major IT outsourcing initiative. The challenge was to implement a Balanced Scorecard–style performance management system across five diverse business groups and hundreds of program managers to support outcome-based objectives and executive decision-making.
San Diego selected Actuate Performancesoft Views for its intuitive, user-friendly interface and deployed it in phases to more than 700 managers. Two business groups used the application for over three years and all five now use Views for online quarterly executive reviews; the system has improved performance visibility and communication, refined group-specific performance frameworks, and is being integrated with ERP financial and HR systems to further embed performance management across the county.
