A OpenText Analytics Case Study
The Canadian Army (Department of National Defence) needed a balanced, enterprise-wide performance measurement system to give commanders clear, results-oriented visibility across a complex organization of some 40,000 military and civilian personnel. After a 1996–97 pilot and an impractical in-house build, the Army sought an off‑the‑shelf solution able to support a modified Balanced Scorecard across five key areas (Force Generation, The Army Team, Resource Management, Support to Government and Image).
In February 2000 the Army implemented ActuateOne for Performance Analytics, defining more than 1,250 measures, creating a central Operational Data Store integrated with PeopleSoft, SAP and Oracle, and training 350 bilingual users during a nationwide rollout. The system now underpins bi‑annual reporting, regular updates and commander action plans, embedding performance management into day‑to‑day decision making and linking strategy to measurable results—becoming a model implementation for government organizations.
