BIRT Performance Scorecard helps Municipality improve the quality of life in Dubai

Dubai Municipality (DM), which serves about 1.65 million residents, had grown into a large multi‑sector organization with over 11,000 employees, 34 units, 520 services and hundreds of documented processes on an enterprise ARIS platform. DM needed an enterprise performance‑management solution to monitor and continually refine these complex operations; prior attempts to deploy a Balanced Scorecard faltered because measures were fragmented, non‑systematic and could not scale across the organization.

DM implemented Actuate BIRT Performance Scorecard, defining 179 strategic KPIs cascaded into more than 1,500 operational KPIs and using dynamic dashboards for data, targets and benchmarks with table and graph views. The system provided organization‑wide visibility and data‑driven improvement, helping Dubai Municipality achieve rapid performance gains, win international recognition and awards, and become a role model for municipal service excellence.
