A OpenText Analytics Case Study
Ashford Borough Council, which serves about 106,000 residents across 224 square miles and manages some 600 staff and an annual budget of over £50 million, needed to improve how it set and reported targets in its Best Value Performance Plan. The Council wanted clearer, more accurate public reporting of year-ahead targets and progress toward corporate objectives, and recognised its existing monitoring and reporting processes were slow and inefficient—collating performance information could take up to two months.
After reviewing options, Ashford implemented pbviews Performance Management software for its ease of use and reporting capabilities. The system enabled the Council to monitor statutory and local performance indicators, publish PIs directly on its website, and reduce reporting time from months to hours—producing faster issue resolution, time and cost savings, and encouraging online and paperless access. The Council is now linking corporate plans dynamically to performance measures to provide clearer focus for staff and stakeholders and to support continued service improvement toward an “excellent” CPA outcome.
