Perspecta, a US federal government IT provider based in Chantilly, Virginia, needed to develop a new highly customizable private or public cloud solution. They required a flexible platform that avoided restrictive licensing and could be modified at the code level. Their goals included supporting KVM, multi-tenancy, and integration with government certification programs like FedRAMP, which led them to evaluate solutions from OpenNebula Systems.

OpenNebula was selected primarily because its self-contained codebase is licensed under the permissive Apache 2.0 license, allowing for the necessary internal customization. The solution met most of Perspecta's requirements out of the box, enabling their team to focus on developing custom extensions, automation, and the required certification processes. By using OpenNebula, Perspecta gained the flexibility to manage a multitude of workloads for federal government customers while easily integrating with other open-source technologies like Ceph and KVM.
