Case Study: EDK achieves consistent nationwide learning standards with Open Assessment Technologies' TAO

EDK, the Swiss Conference of Cantonal Ministers of Education, needed a way to monitor and ensure consistent implementation of nationwide learning standards across Switzerland’s 26 cantons. The challenge was to support a multilingual, decentralized education system while replacing proprietary assessment tools that were restrictive, hard to customize, and costly.

EDK chose Open Assessment Technologies’ TAO open source assessment platform to build a shared item bank and create items for nationwide testing. The platform was selected for its openness, support for complex item types, and compatibility with existing systems. EDK has already field-tested the item bank in some schools and was working toward a larger pilot in 2015 and an assessment of 25,000 test-takers in 2016.
