Ceneval, Mexico’s National Center for Higher Education, administers more than 2,000 tests each year for over 3 million test takers. As its computer-based testing program grew more complex, the organization needed a better item bank that could support richer assessments while still keeping all content on its own servers, in Spanish, encrypted, and accessible to different team members across multiple item banks.

Open Assessment Technologies provided TAO, which Ceneval selected after evaluating several options. TAO integrated with Ceneval’s existing system, letting the team keep its current user access setup while expanding from a single multiple-choice template to 16 item templates, and it supported encrypted QTI and HTML5 content stored in Ceneval’s database. The TAO user community also helped Ceneval find Spanish translations in a few hours, reducing the time and cost of localization.
