The State of Rhode Island faced a fractured network of outdated government websites that struggled to serve agencies and constituents, a challenge accelerated by the COVID-19 pandemic. To modernize its digital presence and establish a trusted "Voice of Truth," the state engaged vendor Oomph to create a cohesive and accessible platform using Drupal and Acquia's Site Factory.
Oomph developed a bespoke, component-based design system named Quahog that prioritized accessibility, performance, and user preferences. The solution enabled the state to quickly launch new sites, with the first site going live in just 4.5 months. The results included a 350% performance improvement, Lighthouse accessibility scores consistently above 95%, and 25 sites launched within a year, providing a highly efficient and effective framework for content creation.
