Establishing Rituals to Create a High-Performing Culture in a Diverse Metropolitan Market

The City and County of San Francisco's Digital Services Team — a 45-person group of engineers, planners, writers, coders, and artists — faced the challenge of maintaining collaboration and a strong culture while working remotely or in outdated County offices. OnStrategy was brought in to facilitate Leadership & Culture work, helping the team define core values and establish rituals to set expectations and drive high performance.

OnStrategy led workshops to surface values (e.g., “work hard and laugh often”), co-designed rituals such as low‑stress team events and weekly spotlights, and used consensograms to surface differing perceptions and guide constructive conversations. As a result, the team gained clearer expectations, stronger communication and collaboration, and practical ways to identify and address cultural gaps — progress that OnStrategy continues to track through regular check‑ins and the consensogram exercises.
